Weaponized Information - Disinformation as a Geopolitical Tool

Disinformation is no longer simply a problem of false information. It has become a tool of geopolitical influence—used to exploit existing tensions, shape public narratives and undermine trust in democratic institutions. As AI makes it easier to produce and distribute convincing content at scale, the information space itself is becoming a field of conflict.

This panel brings together perspectives from security and geopolitical analysis, investigative journalism and the practical fight against information manipulation. Drawing on experience with Russian propaganda and influence operations, the participants examine how coordinated disinformation campaigns work, how they target societies and how they shape the environment in which journalists, institutions and citizens operate.

The discussion also considers how journalists and platforms can respond without inadvertently amplifying manipulation and how democracies can defend themselves while protecting freedom of expression and open public debate.

Rather than treating disinformation as a problem that can simply be fact-checked away, the panel explores the wider infrastructures and strategies behind information warfare—and considers what democratic resilience could look like in an information environment where the boundaries between communication, manipulation and political influence are increasingly difficult to draw.
